MEMORANDUM OF DEMANDS DELIVERED TO THE EXECUTIVE MAYOR OF THE CITY OF TSHWANE
1. CORRUPTION
Workers have observed over a period of time that there is collusion between some waste management officials and some CSS 46 service providers. Some companies claim and are paid for work performed by municipal employees. The said officials will even procure trucks even if it’s not necessary
We have also noted that some companies are paid for bringing trucks and staff whereas the truth is that such companies only supply trucks and utilise municipal officials. They are then paid as if they also brought their labour
SAMWU THEREFORE DEMANDS
• That there be forensic investigations at Waste management to uncover all such corrupt practices
• That all such companies be blacklisted if fingered for such corrupt practices
• That the Pretoria West waste depot management be removed from the depot
2. NON AVAILABILITY OF TRUCKS
The City entered into a contract with Moipone to supply and maintain fleet for all departments including Waste management. The challenge workers have is that the number provided is less than available workers. At a given time there are close to 200 workers doing nothing to unavailability of trucks. Further to that all trucks that require service and maintenance are always parked at the depot unattended. We view this as a ploy by officials to delay fixing of such trucks so that they can procure some private companies to provide service. We have also noted that there are new trucks at bus garage which are only awaiting registration and it takes forever to do that
SAMWU THEREFORE DEMANDS
• That the employer fix all trucks parked at Bus garage and various depots
• That the City ensure that permits are ready and secured for all trucks awaiting such at bus garage.
• That the employer starts a process of securing his own trucks once the current contract is dealt
3. OUTSOURCING OF WASTE FUNCTIONS
SAMWU has been reliably informed that the City of Tshwane is creating a situation where some functions will collapse to create a good reason for outsourcing such functions. Some clients are being sabotaged by City officials and in the process the municipality lose millions of rands for not providing service
SAMWU THEREFORE DEMANDS
• That the City stop any intention to outsource municipal functions
• That in areas where the City does not have capacity such be developed.
4. NONE PROVISION OF PPE
Occupational Health and Safety dictates that the employer provides necessary protective clothing for all its employees. Currently most workers in waste depots throughout the City are without PPE and the City seems not to care in providing such. Workers are expected to collect waste without being provided with necessary gloves. Our members risk being exposed to serious diseases. Workers in various dumping sites are also attacked by vagrants on daily basis and the employer is not properly responding to such a situation
SAMWU THEREFORE DEMAND
• That the employer conducts an audit of all required PPE and provide such to all employees.
• That all workers exposed to dangerous situations be paid risk allowance
• That security be provided in all dumping sites
5. CSS 46 vs MOIPONE
SAMWU has noted current court challenges between Moipone and the City of Tshwane and complications related to usage of CSS 46 trucks. We have also noted that senior managers prefer either of the two and in the process use municipal officials to fight their battles. This had led to a situation where workers will fight amongst themselves in favour of certain service providers.
SAMWU THEREFORE DEMAND
That the City intervenes and finalise issues related to these two tenders
6. PERMANENT APPOINTMENT OF ALL WASTE CONTRACT EMPLOYEES
SAMWU has noted that Waste is an essential service which demand sthat it should be done by permanent employees. Instead the City is employing utilising many private companies
SAMWU THEREFORE DEMAND
That all employees appointed by this private companies be permanently appointed by the City of Tshwane
