DA’s Tshwane Political deployee not Qualified

SAMWU Tshwane Region has noted with concern the recent allegations doing rounds that one of the Divisional Heads in the Private office of the Executive Mayor, Mr. Stefan De Villiers does not have necessary qualifications to occupy the position he is currently appointed in. This is brought to our attention hardly four months since SAMWU disclosed that the Chief of Staff in the Office of the Executive Mayor was not properly qualified. We would want to indicate that amongst other issues the position occupied by Mr Stefan De Villiers had the following requirements:

· Bachelor’s degree or equivalent qualification
· 10 years’ experience with 5 years at Senior Management level
· Candidates must Comply with MFMA unit standards as prescribed by regulation 493 of 15 June 2007

SAMWU has since written a letter to the City Manager and Human Capital department to confirm whether Mr De Villiers is properly qualified or not. It will indeed be a sad day to discover that Mr De Villiers did not meet stipulated requirements. This will amount to fraudulent appointment considering that many qualifying candidates were not considered. This will also be in contravention of the regulations that properly state that whoever is shortlisted should meet specific MFMA unit standards. Waiver will only be applied if there is no qualifying Candidates.

If indeed its true that Mr De Villiers does not meet requirements, the said appointment should be reversed and the City be reimbursed all payments made to the unqualified Divisional Head. SAMWU will always ensure that all recruitments processes are fair and just, and all applicants are treated the same. We will not allow any political deployment that seeks to undermine staffing policy
